Community members share the responsibility for protecting themselves, their families, their organizations and their property.  Planning shapes how a community envisions and shares a desired outcome, selects effective ways to achieve it and communicates the results.  Lincoln County Emergency Response Plan is an operations level plan with a mutli-jurisdictional and mutli-discipline approach to coordinate best use of local response and recovery resources.
