Finance and Insurance Committee

(a) Membership: This committee shall consist of 5 supervisors. 

(b) Oversight: The Committee shall act as the policy and oversight committee for the offices of the County Clerk, Treasurer, Department of Finance, Child Support Department and perform financial oversight of the Humane Society and such other entities as may receive funds from the County. (Am. #271-96; #284-96) 

(c) Responsibilities: This Committee shall: 
(i) prepare, publish, fix the date of public budget hearing and submit the annual budget to the County Board at the annual meeting. 
(ii) approve the official depositories and bonds of all County officials. 
(iii) have jurisdiction over all phases of taxation, including examination of all State special charges. 
(iv) examine, audit and approve for payment all vouchers that exceed budgeted amounts and recommend such budget transfers and fiscal policies to the County Board as are deemed in the best interests of the County. 
(v) administer all property, liability and workers' compensation insurance. Insurance premiums shall be paid when due by authorization of this Committee. 
(vi) recommend approval of any bonding or issuance of any debt. 
(vii) review all capital improvement requests and submit a Capital Improvement Plan to the County Board.
