To safeguard and enhance the resilience of Lincoln County by proactively securing resources, fostering community partnerships, and leading collaborative efforts to prepare for, protect against, mitigate, respond to, and recover from all hazards and emergencies.

Services Provided

  • Grant Acquisition and Management:  Aggressively pursue and manage federal, state, and private funding to support emergency management initiatives and community resilience projects.
  • Integrated Preparedness Planning:  Develop, update, and implement comprehensive emergency plans in collaboration with community partners and stakeholders.
  • Training and Exercises:  Provide specialized training programs and conduct regular exercises to enhance the capabilities of emergency personnel, volunteers, and community members.
  • Community Outreach and Education:  Engage and educate the public on emergency preparedness, resilience, and risk mitigation strategies through workshops, campaigns, and partnerships.
  • Multi-Agency Coordination and Collaboration:  Facilitate effective communication and coordination among local, state, and federal agencies, non-governmental organizations, and community groups for unified emergency response and recovery efforts.
  • Disaster Response and Recovery Operations:  Lead and coordinate resources during and after disasters to ensure efficient response and support swift recovery for affected communities.
  • Resilience Building and Risk Mitigation Initiatives:  Develop and support programs aimed at reducing vulnerabilities, mitigating risks, and enhancing the long-term resilience of communities and infrastructure.

Goals

  • Enhance Community Preparedness and Resilience
    • Empower all sectors of the community to actively participate in preparedness activities and adopt measures to protect themselves, their families, and properties.
    • Promote a whole community approach by fostering partnerships and shared responsibilities in emergency management.
  • Aggressively Secure and Manage Resources
    • Pursue grant funding and other resources from state and federal agencies, including WEM, OEC, FEMA, DHS, and congressional appropriations, to support emergency management and initiatives.
    • Ensure transparent and effective management of acquired funds to maximize community benefits.
  • Strengthen Emergency Response and Recovery Capabilities
    • Enhance training, exercises, and operational coordination to improve readiness for all types of emergencies and disasters.
    • Implement programs and systems that improve communication, coordination, and resource management during response and recovery operations.
  • Improve Risk Mitigation and Hazard Reduction
    • Develop and promote strategies and projects that reduce risks from identified hazards, such as severe weather events, flooding, and other threats.
    • Collaborate with community partners to implement risk mitigation initiatives and enhance infrastructure resilience.
  • Promote Continuous Improvement and Innovation
    • Learn from past incidents and exercises to continually refine emergency management practices.
    • Encourage innovation and adopt best practices in emergency preparedness, response, recovery, and mitigation efforts.
