Electronic Monitoring Program

The EMP program is an at home monitoring system that allows an Offender to serve their sentence at home. If an offender is allowed EMP by the sentencing Judge it does not mean that the offender will be allowed to serve their sentence on EMP. The Sheriff has the ultimate say on who will be granted EMP privileges.

In order to qualify for EMP you must first complete an “APPLICATION FOR EMP” and submit it to jail staff. Background information will be obtained by the Jail Administrator or his designated staff. Background information including their criminal history will be used to determine the level of risk to the community if granted EMP status as well as the reason the offender feels they are not able to serve their sentence within the confines of the jail. The Jail Administrator will then make a decision on the matter as designated to do so by the Sheriff.

Inmates serving their sentence will have to report to the jail at a time designated by Correctional Supervisory Staff on or before the start date/time listed on their JOC for booking. There must be no alcohol or drugs in their system. All EMP inmates will be required to submit to a urine drug test and preliminary breath test (PBT) at booking as well as any time they are instructed to by ANY law enforcement personnel. EMP inmates will have to abide by all Lincoln County Jail Huber Rules and must also submit their schedule to Correctional Supervisory Staff at least one week in advance.  EMP inmates may be checked on at any time by any Lincoln County Sheriff’s Office staff at any time.

 

The Cost of the EMP Program is $140.00 per week.
