Request For Proposal: CONSULTANT – EMPLOYEE BENEFITS INCLUDING SELF-FUNDED HEALTH INSURANCE

The Lincoln County Administration Department is seeking to contract with an individual or entity (not a broker or agent) to provide consulting services to assist the County in administering its employee benefit programs including a self-funded health insurance plan. We seek an independent consultant - not a broker or agent who will benefit from the purchase of a particular product or from a particular vendor.  The consultant shall not receive any commissions, finder’s fees or other compensation from any firm for the sale of any product and/or service to Lincoln County.  Services to be provided include a full range of services related to the design, implementation, analysis, maintenance, improvement, administration, legal compliance and actuary services for the benefits array.  A long-term relationship is desired in the form of a multiple year business associate agreement.

Specifications and instructions may be obtained from Randy Scholz, Lincoln County Administrative Coordinator at the Administration Department (801 N. Sales Street – Suite 205, Merrill, WI  54452), or online at www.co.lincoln.wi.us .  Proposals must conform to the requirements of the specifications and instructions.

Proposals must be received by the Administration Department on or before 2 PM on December 13, 2017 and will be publicly opened at the Service Center Room 248 located at 801 N. Sales Street at 2:15 PM that day.
