Excessive tillage and land applications of manure and fertilizers have resulted in the delivery of sediment, manure, other waste materials, and nutrients to surface waters and groundwater within Lincoln County.  Agricultural run-off and leachate are a result of improperly designed or maintained manure and feed storage facilities, livestock production areas, and agricultural practices.   

The County has developed Chapter 11.05- Animal Waste Management Ordinance to regulate the management of animal waste, to prevent water pollution, to further the appropriate use and conservation of land and water resources for its communities, and to promote the prosperity, aesthetics, safety, and general welfare of the citizens of the County. The Ordinance is also intended to provide for the administration and enforcement of this section and to provide penalties for its violation.
