The Lincoln County Forestry, Land and Parks Department will accept quotations on the following equipment:

Nov. 2, 2017 - 2018 Health Insurance: Open Enrollment November 1 - December 15, 2017 - Social Services
Many people are confused by what they read online and hear in the news, but here is what everyone needs to know: The Affordable Care Act (ACA), also known as Obamacare, the Marketplace, or Healthcare.gov, has health insurance plans available statewide, and most people qualify for discounts to make those plans more affordable. The enrollment period for 2018 coverage runs November 1 - December 15, 2017.

This year Open Enrollment is only 45 days long. For 2018 coverage, consumers need to enroll in or renew their health coverage through the Marketplace before the December 15 deadline. Consumers who enroll for 2018 health insurance will have those plans available to them regardless of any changes in federal or state law.

The County Treasurer’s office hours are 8:00 a.m. to 4:30 p.m. Monday through Friday.
Notice to Taxpayers - Lottery & Gaming Credit - Treasurer
Wisconsin has a Lottery & Gaming credit available for real estate property owners. To qualify, you must own the property as of January 1st and use the property as your primary residence. You can only claim one Lottery & Gaming credit. If you believe you qualify and are not receiving the credit, contact the County Treasurer's office. If you are receiving the credit and it no longer applies as your primary residence, please contact the County Treasurer’s office.
Notice to Taxpayers - Real Estate Taxes - Treasurer
1st installment or full payment of current year property taxes are due on or before January 31st and are collected and payable to your municipality. City of Merrill collects monthly installments through June 30th.

2nd installment of Real Estate Taxes are due on or before July 31st and payable to the Lincoln County Treasurer.

Postponed real estate taxes in Lincoln County Townships and City of Tomahawk are due on or before July 31st and payable to the Lincoln County Treasurer. Postponed taxes not paid on time will be subject to interest of 1% plus penalty of .5% per month retroactive to February 1st, beginning with the 2016 taxes forward.

Delinquent real estate tax payments are made to the Lincoln County Treasurer.

If mailing your payment, a self-addressed stamped envelope would be appreciated for a return receipt.

Include your payment coupons or PIN numbers with payment.

We accept a postmark as proof of a timely payment. Failure to receive a tax bill does not relieve the obligation to pay the tax bill and applicable late fees.

If ANY installment is not paid timely, the entire unpaid balance is delinquent and subject to interest and penalty charges. Please contact this office for the payoff amount.

What vehicles are subject to a registration fee?

An automobile or a motor truck registered under 8,000 lbs. gross weight and customarily kept in the municipality or county that enacted the fee. This includes:
  • Automobiles, vans and Sport Utility Vehicles (SUVs) that qualify as a passenger vehicle
  • Motor trucks and dual-purpose motor homes (trucks that can be equipped with a slide-in camper unit) registered at a gross weight of 8,000 lbs. or less.

Notice to Taxpayers - Dog Licenses - Treasurer
Dog Licenses are due by March 31st. After March 31st, dog license fee doubles, plus a late fee of $5.00 per dog is charged. You must provide proof of current rabies vaccination. You will find the Dog License Application under “forms & documents”.

The Underdown Summer Recreation Trails will open May 1st, 2017.

Check here for events and updates on trail openings and closings. All summer trails are closed at this time.

Bike trails located in the Underdown Recreation Area have sections that are very challenging and are not for the novice rider. The signed horse trails are available for the beginning bike rider or for family outings. Please yield the right of way to horses when meeting on the horse trail.

NOTICE TO ALL LANDFILL CUSTOMERS - Solid Waste / Landfill
The Lincoln County Landfill is closing its construction and demolition waste site, as capacity has been reached.
Typical construction and demolition waste is still being accepted but it will be disposed in the regular landfill and customers will be charged the normal garbage rate for such items.

Emerald Ash Borer - Forestry, Land & Parks
EAB was first discovered in North America near Detroit, Michigan in 2002. Since then the beetle has spread to Canada and more than a dozen states, including Wisconsin.

Emerald ash borer was found for the first time in Wisconsin in August 2008 near the community of Newburg, several miles northeast of West Bend.

Since then, emerald ash borer has been confirmed in Adams, Brown, Buffalo, Calumet, Columbia, Crawford, Dane, Dodge, Door, Douglas, Fond du Lac, Grant, Jefferson, Kenosha, La Crosse, Milwaukee, Monroe, Oneida, Outagamie, Ozaukee, Racine, Rock, Sauk, Sheboygan, Trempealeau, Vernon, Walworth, Washington, Waukesha and Winnebago counties. These counties are under quarantine. Green, Iowa, Juneau, Kewaunee, Lafayette, Manitowoc and Richland counties are under quarantine because of their proximity to infestations in neighboring counties. We have not confirmed the presence of EAB there, however.

Invasive plants threaten the long-term health and sustainability of Wisconsin's forests.
Integrated Public Alert and Warning System (IPAWS) - Emergency Management
Local and State Emergency Officials and the National Weather Service will have another tool for alerting the public to dangerous conditions - These emergency alerts will be sent to the newer version of cell phones in affected areas. Alerts will continue to be issued or available on other sources including radio/TV stations, on NOAA Weather Radios and local sirens. These emergency alerts will be activated by cell towers, so if you are driving through an alerted area, you will automatically see the message on your cell phone.

These messages will include:

• Tsunami Warnings
• Hurricane and Typhoon Warnings
• Tornado Warnings
• Flash Flood Warnings
• Extreme Wind Warnings
• Dust Storm Warnings

Thunderstorm warnings will not be issued on the WEA system. These short messages may look like a text message and are limited to 90-characters. Other key information includes:

• The alert message will include a unique ringtone and vibration that will be repeated twice
• Cell phone users WILL NOT be charged for WEA Messages
• Emergency alerts will not interrupt any calls or downloads in progress. You will receive the alert when you end your call.
• The system does not identify your location or phone number. It simply sends the message to all devices in a given area
• Cell phone providers will conduct a monthly test on the third Thursday

If you have an older model cell phone, you may not receive the Wireless Emergency Alerts. Check with your service provider to find out if your phone is WEA-capable.

Other Types of Cell Phone Alerts
Later in 2012, first responder groups will also be able to issue an alert to cell phones for emergency items including Amber Alerts for child abduction, local emergencies required evacuation or immediate action and Presidential Alerts during a national emergency. Cell phone users can opt out of receiving these alerts by contacting their cell phone provider.

Oct. 31, 2017 - CTH E Bridge Posting and Stop Signs - Highway
CTH E Bridge Posting and Stop Signs:

Based on the recommendations created from an evaluation done by MSA Professional Services (Engineering) in December 16, 2016 which evaluated the deteriorating conditions of the CTH E Bridge. The Lincoln County Highway Department and the Highway Committee decided to:

1. Decease the loading to 40 tons to decrease the accelerated deterioration of bridge deck
2. All other vehicle loading over 40 tons should be evaluated on a case by case basisby contacting the Highway Commissioner
3. Inspect bridge every 12 months. Each inspection should evaluate load posting and lower as necessary based on observed conditions
4. Install stop signs to reduce the impact loading
